Martin This refers to.the routine safety inspection conducted by E.H. Gray of your office on October 26 to October 29, 1982 at Nine bliie Point Uni.t H1, Scriba, New York of activities authorized by NRC License No. DPR-63 and to the discussions of your findings held by E.H. Gtay with T.J. Perkins of our staff at.the conclusion of the inspection.

l-ITEM A 10 CFR Par.t 50, Appendix B, Cri.terion IX requires.that nondes-tructive. testing be accomplished in accordance with applicable codes. The weiding procedure number 1399-K-WOO 1 for recircuiation loop pipe and safe end welding requires the use of ASME Section III for Class I components.

The ASME Code, Section 111, parts NB 5111 and NB 5221 require that radiography of Class 1 weld joints be in accordance with the ASME Code,Section V, Article 2.

Article 2 of ASME Section V, paragraph T-236 requires permanent identification on each radiograph traceable to the component and weld seam as appropriate.

Paragraph 8.1 of the NES Radiographic Procedure Number 80A6457 requires.that each radiograph be permanentig traceable to.the correc.t piant, system and weid.

' Contrary to the above, on October 29, 1982, three radiographs approved for the weld number FW12S-SEN were not permanently traceable to the correct system and weld, but were etearly mis-identified as FW11S-SEN.

RESPONSE

1.

The following corrective action was taken to correct the identified violation: All final radiographic packages have been reviewed to verify proper identification.

2.

In addition to the action listed above, Niagara Mohawk Power Corporation will, in the future, identify all welds on the piping in the vicinity of the weld. Also, the radiograph reader sheets will be stamped and signed " Joint ID Verified",

thereby insuring permanent identification traceable to the component, plant and weld seam as required.

3.

Due to these actions, Niagara Mohawk Power Corporation is presently in full compliance.
