Docket 50-186 University of Missouri Research Reactor License R-103 SUILIECT: Requested Change to University of Missouri Research Reactor Facility License No. R-103 The University of Missouri Research Reactor (MURR) requests approval af an amendment to make the following revision to Facility Operating License Number R-103:

2.lL(2) Pursuant to the Act,10 CFR Part 70," Domestic Licensing of Special Nuclear Material," and the Commission Order dated September 27,1985, to receive, possess, and use up to 45 kilograms of contained uranium-235 of any enrichment, providing that less than 5 kilograms of this amount be unirradiated; up to 80 grams of plutonium-beryllium neutron source; up to 20 grams of plutonium-239 in the form of sheets enclosed in aluminum for use in connection with operation of the reactor; up to 40 grams of plutonium enriched to 90% plutonium-242 in the form of a rod scaled in a stainless steel can for use in connection with operation of the reactor; and to possess, but not separate, such special nuclear material as may be produced by the operation of the facility subject to the following:

(a) The limit for possession, receipt, and use of contained uranium-235 is temporarily increased until May 31,1995, to 60 kilograms, providing that less than 5 kilograms of this amount be unirradiated, for the purpose of maintaining uninterrupted reactor operation pending the establishment of a ,

capability for the off-site shipment of spent fuel and the actual shipment of I the spent fuel accumulated prior to the establishment of that capability.

(b) The licensee shall, as part ofits annual reporting requirements, report the status of the establishment of the shipping capability and other activities 0 @ 0 tj i relev nt to the use of this temporary increase in the possession limit.

l The reason for this request to extend the temporary possession limit of 60 kg for another '

year is that spent fuel shipping may not be possible in the next two years. See the  !

attached letter from the Savannah River Site. Our last such shipment was completed 28 February /1 March 1994.  !

The attached graph shows that if MURR continues to receive new fuel at the usual rate of  ;

four elements per two months, and if spent fuel shipping is not possible, we will reach ,

our current license possession limit of 60 kg in June 1995. The graph also shows that we .  !

expect to exceed 45 kg possessed in August 1994, less than four months after expiration of -  !

License Amendment 24. l These changes to the license will not require changes in the Physical Security Plan for MURR. Criticality aspects of fuel storage at MURR are not changed by the requested amendment.

UNIVERSITY OF MISSOURI SHIPMENTS Due to the limited resources at the Receiving Basin for Offsite Fuels and the possibility of receiving urgent United States owned foreign fuel elements, the Savannah River Site (SRS) cannot guarantee that additional University of Missouri shipments may be received for at least the next 2 years, after receipt of the next shipment in February and March 1994. SRS will work with you in receiving any urgent shipments during this period; however, due to the influx of -

other critical domestic and foreign shipments, SRS must prioritize receipts based on urgency.
