Dear Mr. Palladino:
Governor Edward King of Massachusetts and Joseph Kennedy, II,-
of that state's Citizens Conservation Corporation have written me concerning civil penalties on nuclear power plant operators who have been charged with violating NRC safety regulations.
In their letter they described a plan for state distribution of a $550,000 penalty imposed on a Massachusetts plant.
I would like to' support-the concept of returning civil penalties to the states, which would distribute the money according to approved plans providing assistance to utility customers adversely affected by plan shutdowns.
In Florida the shutdown of a nuclear plant often means that power must be generated by petroleum at higher costs, and we feel the case for remedial action is a strong one.
We hope that the kind of program envisioned by Massachusetts will be possible under rules established by the NRC.
