Dear Chairman Palladino:
I am writing to express my support for the innovative Massachusetts proposal to apply funds from the Pilgrim civil penalty toward a weatherization/ conservation program.
I understand this to be consistent with Section 234 of the Atomic Energy Act and with past Department of Energy and other federal agency practice.
To the extent that such funding reduces the need for new nuclear.or coal-fired generating capacity built at today's high costs of capital, it will both benefit consumers and reduce public aversion.
