Dear Mr. Denton:
In accordance with the provisions of 10CFR50.54(p), enclosed are six (6) copies of Revision Two to the Comanche Peak Steam Electric Station Safeguards Contingency Pirn.
The revision is necessitated by changes in operating procedures and organizational changes as a result of the further refinement of the security program at Comanche Peak by Texas Utilities Generating Company.
This revision replaced P.evision One, which is Safeguards Information.
Upon approval of Revision Two, Revision One should be destroyed in accordance with 10CFR Parts 2, 50, 70 and 73, " Protection of Unclassified Safeguards Information, Final Rule," which became effective January 20, 1982.
All changes have been sidelined for ease of reference and a List of Effective pages is found on page i.
A summary of the major changes is as follows:
All pages have been sequentially numbered.
l Safeguards Information markings have been applied.
Editorial changes have been made as appropriate.

References to " Security Force" have been changed to " Security Organization."
l Section 1.4.1 has been revised to accommodate additional definitions.
New organizational titles have been inserted throughout the Plan.

Figures 3-1 and 3-2 have been revised accordingly.
Figure 3-5 has been revised to reflect current site layout.
Section 3.3.1 has been revised to clarify what security communications are available to the Control Room.
The Matrices have been revised to reflect changes which have resulted from organizational changes.
This revision in no way decreases the safeguards effectiveness at the Comanche Peak Steam Electric Station.
