Dear Mr. Keppler:

On June 22, 1982, Mr. T. D. Geib of Public Service Company of Indiana, Inc. (PSI) notified your office of a potentially reportable item as required by 10 CFR 50.55(e). The primary civil contractor, Newberg-Marble Hill (NMH) was utilizing the structural steel fabricator's detail drawings for erection and inspection of structural steel. This fabri-cator had gone out of business and no longer reviewed the architect-engineer's, Sargent & Lundy, drawings for design changes or conflicts.

The NMH quality assurance program did not provide for this review and the potential therefore exists that a number of design changes may not be shown on detail drawings used by NMH production and inspection personnel to erect structural steel.

To determine the acceptability of the structural steel in question, PSI has instructed Sargent & Lundy to review the detail drawings against their design drawings and advise PSI of any changes that might be necessary to bring the previously erected structural steel into conformance with the plant design. To ensure that future erection and inspection is performed in an acceptable manner, applicable NMH procedures have been revised to require the use of Sargent & Lundy design drawings in conjunction with fabricator structural steel detail drawings for erection and inspection of structural steel. Also, PSI has selected another contractor to assume the responsibilities of the fabricator who has gone out of business. This new contractor will be tasked with the responsibility of reviewing future Sargent & Lundy drawings for design changes or conflicts with fabricator drawings.
