Dear Mr. O'Reilly:

The Brunswick Steam Electric Plant (BSEP) has received IE Insp<cticn Report 50-324/82-42 and 50-325/82-42 and finds that it does not contain any information of a proprietary nature.

The report identified one item that appears to be in noncompliance with NRC requirements. This item and Carolina Power & Light Company's response are addressed in the following text:

Violation (Severity Level IV) 10CFR30.41(a) forbids a licensee to transfer its by product material except under certain specified conditions.

Contrary to the above, the licensee transferred radioactive waste containing by product material under conditions other than those specified.

Specifically, the licensee consigned fcr land burial five 55 gallon drums of low specific activity radioactive waste, each containing several gallons of liquid to a person (Chem-Nuclear Systems, Inc., Barnwell, South Carolina) whose license (South Carolina License No. 097) did not authorize him to accept liquid waste for burial.

Carolina Power & Light Company's Response:

Carolina Power & Light Company acknowledges that the shipping of five SS gallon drums of low specific activity radioactive waste containing liquid violated NRC requirements. The transfer resulted from the misunderstanding of verbal instructions (wet cement was poured on top of the resin rather than mixing dry cement with the resin), failure of contractor waste inspection 8302150518 830124 PDR ADOCK 05000324 G

personnel to inspect all waste containers, and inadequate supervision of waste packaging by CP&L personnel.

To correct the problem of shipping containers with excess moisture and to help prevent future such events, the following actions have been performed:

A.

All waste shipments were voluntarily suspended until all prepared waste on the Brunswick site could be reinspected for excess moisture.

B.

Contract waste shipment personnel received retraining on radwaste shipment procedures with emphasis on moisture limitations.

C.

Disciplinary actions were initiated against the lead person responsible for waste inspections.

D.

Two additional radiation control technicians were assigned to waste shipping to perform routine inspecticns of waste during the packaging process for both routine end nonroutine waste shipments.

E.

A Radiation Control Foreman has been assigned exclusively to radwaste shipping.

Carolir 1 Power & Light Ccmpany is confident that actions taken described above will prevent future recurrences of this type event.
