Waterford 3 SES Docket No. 50-382 License No. NPF-38 Commitment Clarification Gentlemen: The purpose of this letter is to provide clarification of a commitment made initially in NRC Inspection Report 50-382/93-33. Specifically, Inspector Follow-up Item 9333-01, was opened to track evaluation of the nominal design pressure rating and corresponding hydrostatic test specifications of containment spray piping. This commitment was established in light of the special test results obtained during a recent event concerning our containment spray system and specifically the Containment Spray header isolation valve, CS-125A. In LER 93-004-01, letter number W3F1-93-0376, and Reply to N.O.V., letter number W3F1-93-375, Waterford reiterated this commitment with the wording " upgrade piping design pressure prior to Refuel 6". The intent of this commitment was to ensure the design rating of the piping was sufficient to meet system operating conditions, and was based on a preliminary engineering evaluation. After performing a detailed evaluation and consulting with outside experts, Waterford has determined that an upgrade in piping design pressure is not warranted and the intent of this commitment is now satisfied.
