Congel Director Division of Radiation Safety and Safeguards Office of Nuclear Reactor Regulation U.S.

Nuclear Regulatory Commission Washington, D.C.

Dear Mr. Congel:

Enclosed is a copy of the final exercise report for the July 28, 1993, exercise of the offsite radiological emergency response plans for the State of Texas and affected local jurisdictions site-specific to the Comanche Peak Steam Electric Station.

The State of '

Texas and Hood and Somervell Counties fully participated in the exercise.

This report was prepared by the Federal Emergency Management Agency (FEMA)

Region VI staff and copies will be forwarded to the State of Texas.

There were no Deficiencies identified during the July 28, 1993, exercise.

There were, however, eleven Areas Requiring Corrective Action (ARCA) identified. Region VI staff will coordinate with the State of Texas to correct the ARCAs on or before the next scheduled biennial exercise.

Based on the results of the July 28, 1993, exercise, the offsite radiological emergency response plans and preparedness for the State of Texas and the affected local jurisdictions site-specific to the Comanche Peak Steam Electric Station can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness site-specific to Comanche Peak Steam Electric Station granted on July 15, 1985, will remain in effect.

If you should have any questions, please contact Mr. Megs Hopler, Chief, State and Local Regulatory Evaluation and Assessment Branch, on (202) 646-2867.

Sincerely,

J Donald F. Benedict Deputy Division Director Exercises Division Enclosure 9403230026 940317 PDR ADOCK 05000445 F
