IE Inspection Report 50-369/78-34 50-370/78-14 APPENDIX A NOTICE OF VIOLATION Duke Power Company License CPPR 84 Based on the results of the NRC inspection conducted on October 3-6, 1978, it appears that certain of your activities were not conducted in full compliance with NRC regulations and License conditions as indicated below. These items have been categorized as described in our correspon-dence to you dated December 31, 1974.

Criterion V of Appendix B to 10CFR 50, as implemented by commitments set forth in the DPC Topical Report " Quality Assurance Program - Duke 1" Section 17.1.5, states in part that:

" Activities affecting quality shall be accomplished in accordance with requirements imposed by.

. instructions, pro-cedures and drawings."

Procedure M-24 of the Construction Quality Assurance Program specifies that:

"QC inspectors shcil monitor to verify that if weld joints are to be left overnight in a fit-up or tacked but not welded condition, the joint area is protected to prevent the entry of contaminants."

Contrary to the above requirements, on October 5, 1978, the inspector found that fit-up/ tacked joints on the pressurizer surge line ISO-MCF1-2NC 2 had been left nnprotected.

This is an infraction.

RESPONSE

In response to this item both craf t personnel and Quality Control Inspectors have been reinstructed in the requirements of Procedure M-24.

The weld joints identified in this report have been checked for com-pliance to Procedure M-24 and taped to prevent the entry of contaminants.
