DOCKETS 50-266 AND 50-301 COMPLETION OF COMMUNICATIONS SYSTEM UPGRADE POINT BEACH NUC_ LEAR PLANT. UNITS 1 AND 2 In a letter dated November 3, 1993, Wisconsin I?lectric Power Company informed you that an inverter serving as the primary power source to elements of Point Beach Nuclear Plant's security system had failed.

In order to rapidly restore the primary power source for the security system, we decided to use an available inverter that was scheduled to be installed as part of the plant communications system upgrade.

This decision was made because we believed that it would'not be prudent, from a reliability standpoint, to operate the security system for an extended period of time using the system's backap power source.

This decision, however, necessitated delaying the schedule for completion of the upgrade to the communications system.

This system upgrade was initially discussed in a letter submitted to you on October 3, 1991.

The failed security inverter was replaced on September 15,

1993, and the post-installation testing on the security syutem was completed on September 23, 1993.

On January 11, 1994, the inverter for the communications system upgrade was installed, energized, and the 100-hour burn-in test was commenced.

On February 21, 1994, post-installation testing was completed and the modification to the communications system was accepted.

The Gaitronics system and the plant radios are now being supplied by the communications inverter, a..,

The completion of this modification satisfies the commitments made in our October 3, 1991, letter concerning the communications system.
