Dear Mr. Denton:

In accordance with 10 CFR 50 55(b), the Virginia Electric and Power Company requests that the Nuclear Regulatory Commission extend Construction Permit Nos. CPPR-114 and CPPR-115 by revising the latest possible completion g(3 date for construction of North Anna Units 3 and 4 to November 1,1986 and December I,1987, respectively.

When the construction permits were icsued, the latest date for com-pletion was reported as December 31, 1978 and December 31, 1979, respec.ively.

However, in March,1975, the project was deferred due to lack of f0nds.

In March,1977, the project was delayed one year voluntarily due to efforts at conservation and load management.

The current schedule calls for fuel loading in May,1983 and April,1984, respectively. However, future delays are possible each year when the budget is reviewed. Also, some design changes are being made to conform with current regulatory requirements. 3*nce the design changes have not been finalized, it is impossible to estimate the effect on the fuel load date.

Because of the past delays and the additional unquantifiable poten-S":

tial delays, we are requesting that the Commission extend Construction Permits CPPR-114 and CPPR-115 to November 1,1986 and December 1,1987, respectively.

1 Since this request is administrative in nature and involves only additional time to complete work already authorized by the Commission, it has no safety or environmental significance, and has been determined to be a Class 11 request for Unit 3 according to 10 CFR 170.22. The duplicate Unit 4 request has' been classified as Class I.

A check for $1,600.00 is attached in payment of 'the -

$1,200.00 and $400.00 fees.
