r-7590-01 UNITED STATES NUCLEAR REGULATORY COP 94ISSION DOCKET NO. 50-348 ALABAMA POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U.S. Nuclear Regulatory Comission (the Comission) has issued Amendment No. 6 to Facility Operating License No. NPF-2, issued to Alabama Power Company (the licensee), which revised Technical Specifications for operation of the Joseph M. Farley Nuclear Plant, Unit No.1 (the facility) located in Houston County, Alabama. The amendment was effective as of October 26, 1978.

The amendment incorporates a one-time change which expires on J

November 1,1978, to allow plant startup with one of two redundant safety-related high efficier.cy particulate air filters at 99.93%

efficiency instead of at 99.95% efficiency.

The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act),

and the Comission's rules and regulations. The Comission has made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

The Comission has detennined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact gpraisal need not be prepared in connection with issuance of this amendment.
