Dear Mr. O'Reilly:

In accordance with 10CFR50.55(e), the NRC, Region II, was notified on October 16, 1978 that the 64 hex nead bolts used to attach the mechanical guard barriers to the sides of the high density spent fuel racks were not subjected to mechanical properties'. tests following heat treatment.

Veoco has retbrned the bolts to the fabricator, Speedway liachine and Tool Company (S;MTC0), and expects the bolts to be replaced by mid-December.

Since the work has not yet been completed, you should consider this an in-terim report. The spent fuel racks have not been installed; therefore, a short delay will have no adverse consequences. A final report will be forth-coming subsequent to the completion of our work effort.
