NARRATIVE SUM. MARY OF OPERATING EXPERIENCE DOCKET NO. 50-301 UNIT NAME Point Beach Unit 2 DATE ,

November 3, 1978 COMPLETED BY Wisconsin Electric Power Company Unit 2 was base loaded for approximately 90% of the period, with seven load reductions. Power Supply reouested, on four occasions, that load be reduced to an average of 415 MWe for an average duration of three hours each.

Load was reduced to 60 MWe for seven hours on October 20-21, 1978 to repair a steam leak on a turbine cross-f under pipe drain. Load was reduced to 335 MWe for four hours on October 16, 1978 to conduct turbine stop valve tests.

Load was decreased by 5 MWe for 76 hours8.796296e-4 days <br />0.0211 hours <br />1.256614e-4 weeks <br />2.8918e-5 months <br /> on October 28-31, 1978 to provide additional operating margin below core thermal power limitations while the unit's monitoring computer was out of service.

No major safety-related maintenance was performed during the period.

NARRATIVE SU[1 MARY OF OPERATING EXPERIENCE DOCKET NO. 50-266 UNIT NAME Point Beach Unit 1 -

DATE November 3, 1978 COMPLETED BY Wisconsin Electric Power Company Unit 1 returned to the line at 6:37 a.m., October 15, 1978, to complete refueling three days ahead of schedule, setting a new 22-day refueling outage record for Point Beach. The unit was soaked at 120 MWe for nine hours before it was taken off line at 3:25 p.m., October 15, 1978, to conduct turbine overspeed trip tests. The results of the overspeed trip tests were: 1864, 1863 and 1862 RPM. The unit was returned to the line at 4:37 p.m., and commenced a gradual .

f escalation to 75% (370 MWe) for fuel conditioning. Load was reduced to 270 MWe for nine hours on Octobsr 17, 1978, for condenser tube plugging. Load was maintained at 75%

until 11:20 a.m., October 19, 1978, in order to reach equilib-rium xenon conditions in the core before conducting axial offset tests. Load was then increased to 95% (470 MWe) where it was held for fuel conditioning until 10:40 a.m., October 20, 1978, when escalation to full power commenced. .The unit operated at full power for the remainder of the period.

Indications of primary-to-secondary leakage were noted about 8:00 p.m., October 23, 1978. At 10:30 p.m., October 23, 1978, the leakage was determined to be 26 gallons per day in the "A" steam generator. The leakage gradually increased to 47 gallons per day at 2:45 p.m., October 24,.1978, and to 61 gallons per day at 4:00 p.m., October 24, 1978. The leak then stabilized and even decreased gradually to 52 gallons per day on October 31, 1978.

Major refueling-maintenance outage work included

~ refueling; seals overhaul and motor inspection and cleaning on one reactor coolant pump; steam generator eddy current testing, tube plugging and sludge lancing; inservice inspection of primary system components; charging pump discharge dampener installation; high pressure turbine extraction piping modification to reduce erosion problems; condenser expansion joint replacement; overhaul of one main steam generator feedwater pump; inspection and cleaning of one main circulating water pump motor; and replacement of safety-related BFD relays.

Steam generator sludge lancing removed 25 gallons -

sludge from the "A" steam generator and 58 gallons from the "B" steam generator. Six gallons of sludge remained in the "A" steam generator and 29 gallons in the "B" steam generator.

Installation of pulsation dampeners on the "B" and "C" charging pump discharge lines was completed. No dampener was installed on the "A" pump due to time limitations.

2 All 62 of the BFD type relays in the reactor protection system were replaced during the refueling outage.

A 14 day reportable event (LER No. 78-015/01T-0) occurred on October 9, 1978, when a hydraulic snubber (No. 3221) located on the pressurizer relief line was determined to be inoperable. The snubber did not lock up when the specified load rate was applied during surveillance testing. The snubber and its control valve were disassembled and inspected, but no problems could be found. After reassembly, the snubber still failed to lock up so it was replaced. The snubber surveillance program was expanded as required by Technical Specifications.

Inspection of the fuel discharged from the core during '

,' the refueling has been completed with no significant findings.

No other major safety-related maintenance was performed during the period.
