Dear Mr. Crocker:

Subj ect: Oyster Creel < Nuclear Generating Station Docket No. 50-219 ISE Inspection Reoort No. 50-219/78-20 This is in reply to your letter dated September 13, 1978, to Mr. Ivan R. Finfrock, Jr. regarding the ins::ection conducted by Mr. D. Donaldson on August 22 - 24, 1978 at tne Oyster Creek Nuclear Generating Station. In Appendix A to your letter there is noted one activity which was not conducted in accordance with the conditions of the Oyster Creek NRC Facility License. The specific infraction cited and our response to it are given below:

Infraction - Oyster Creek Station Technical Specification 6.11 requires that procedures for personnel radiation protection be prepared and C adhered to. Health Physics Procedure 906.17, Spike Testing and Leak Testing of Sel f-Reading Dosimeters, prepared pursuant to Technical Speci fication 6.11 requi res that self-reading dosimeters b,e spike and leak tested prior to being placed in service and every six months thereafter.

C.antrary to the above, sel f-reading dosimeters in the various emergency kits at the time of the inspection, had been placed into service without prior spike and leak testing.

Response - To avoid further items of noncompliance in this area, the dosimeters stored in emergency kits will be placed on the dosimeter calibration tickler sheet which will require them to be calibrated every six months or to be replaced with calibrated dosimeters on that frequency.
