Oyster Creek Nuclear Generating Station Docket No. 50-219 l&E Inspection Recort No. 50-219/78-19 This is in reply to your letter datec September 15, 1978 to Mr. Ivan R. Finf rock, Jr., regarding the inspection conducted by Mr. W. Baunack on August 22 - 25, 1978 at Oyster Creek Nuclear Generating Station.
In Appendix A to your letter there are noted two activities that were not conducted in full compliance with the Oyster Creek NRC Facility License.
The specific items of noncompliance identified, one categorized an Infraction and the other a Deficiency, and our response to each are given below:
A.
Infraction - Several safety related (QASL) maintenance

activities were not identified as under the cognizance of the QA Plan and therefore the procedural / documentation requi rements of ANS I N18.7-1972 were not implemented.
These maintnance activities were conducted on the follow-ing components (with completion dates):
Condensate Transfer Pump No. 1-1, January 9 and January 13, 1978; Condensate Transfer Pump No.1-2, January 27, 1978; Fuel Pool Pump "A", Janua ry 20, 1978; Torus Level Recorder, March 29, 1978.
Further, on June 15, 1978, the repacking of NGO8D Recircula-tion Pump Discharge Bypass Valve was not documented on a Job Crder form.
Resoonse - The material and work performance associated with the identified maintenance activities were investigated by the Maintenance Staff who verified that quality repairs were made and the required testing was performed for each l

Discussion with personnel responsible for job order classification indicated that the omission of the safety related classification on the job orders probably was due to oversight.
The discussions also revealed that there still existed some questions as to QASL classification, e.g. minor maintenance such as recorder pen inking, changing of indicator lights, etc.
in order to prevent recurrence of this noncompliance, the importance of proper classification of job orders has been re-emphasized in individual discussions with each supervisor responsible for determining job order classification.
In addition, a system is being established whereby the

Generation Engineering staff will, when rhquested, determine the proper classification for a job order.
Until the system is in effect all supervisors have been instructed to classify all maintenance on any safety related system included in Procedure 105 as QASL.
Further, in regard to job orders, Procedure 105 has been revised to include an attachment which provides for the documentation of the specific maintenance test's performed for each QASL classified job order.
The attachment also includes availaole space for applicable material traceability i n fo rma t ion.
B. Deficiency - On August 23, 1978, it was deteEsined that implementing procedures had not been prepared for the surveillance specified by Technical Specification 4.7.A.S. c.

Resconse - As noted in the inspection report, the required implementing procedures for the surveillance of the Diesel Generator Starting Batteries were prepared, reviewed and approved prior to the completion of the inspection.
To prevent future noncompliances of this nature, a review of surveillance procedures will be conducted to insure that Technical Speci fication Requi rements are met.
The review will be concluded and any additional required implementing procedures will be written and approved by December 31, 1978.
