VOGTLE ELECTRIC GENERATING PLANT REVISIONS TO INSERVICE INSPECTION PROGRAMS In accordance with the requirements of Technical Specification 4.0.5 concerning airveillance requirements, Georgia Power Company (GPC) submits for review and approval ten copies of Revision 6 to the inservice inspection (ISI) programs for Vogtle Electric Generating Plant, Units 1 and 2 (VEGP-1 and 2). Enclosure 1 provides Revision 6 to VEGP-l ISI Program document ISI-P-006 while Enclosure 2 provides Revision 6 to VEGP-2 ISI Program document ISI-P-014. The ISI program currently in effect for each unit was written to the requirements of Section XI of the American Society of Mechanical l Engineers (ASME) Boiler and Pressure Vessel Code,1983 Edition with Addenda through Summer 1983. The enclosed documents supersede portions of the original ISI program documents previously submitted to the NRC.

The Revision 6 changes to each of the ISI Programs typically include the ibilowing:

o Modification of existing Relief Request RR-29 (VEGP-2 only),

o Modification of existing Relief Request RR-49, o Deletion of Line and Equipment Designation Lists, and o Minor editorial changes.

Existing VEGP-2 Relief Request RR-29, whi;h has been previously approved by the NRC, was modified to include weld 21201-B6-004-W26. The subject weld, the 6"

Nuclear Regulatory Commission LCV-0248 Page Two Auxiliary Feedwater Nozzle-to-Steam Generator No. 4 Shell Weld, was added to the relief request because oflimitations observed during the volumetric examination, i.e., ultrasonic examination, of the weld during insersice inspection activities. The examination coverage was limited to 67 percent (67%) due to inaccessibility from the nozzle side during the ultrasonic examination performed during the third VEGP-2 maintenance / refueling outage in September 1993 The examination coverage obtained during the most recent maintenance / refueling outage at VEGP-2 is consistent with that observed during the presersice inspection baseline examination. As noted above, only VEGP-2 is affected by this change.

Existing Relief Request RR-49, which has been previously approved by the NRC, was modified to include the piping from the Nuclear Service Cooling Water (NSCW) System pumps discharge isolation valves to the discharge check valve and portions of the "NSCW keep full system" In order to avoid confusion that could result from the re-wording of Relief Request RR-49, an addendum to the original relief request has been provided in the  ;

enclosures. The boundaries discussed in the addendum have been modified in order to l facilitate the performance of hydrostatic testing.

The Line and Equipment Designation Lists are being deleted from the ISI Program documents for the VEGP units. These lists are redundant to those currently in the ISI Plan documents. Since there is no requirement that Line and Equipment Designation Lists be included in both the ISI Program and ISI Plan documents, GPC has reevaluated their use and prefers to maintain the subject lists in the ISI Plan documents for administrative reasons, e.g., case of document maintenance.

The remaining changes in Revision 6 to the ISI Programs for VEGP-1 and 2 are editorial in nature. Incorporation of the editorial changes does not change the intent and scope of the ISI Programs.

A summary of changes resulting from Revision 6 to the ISI Program for each unit is i provided in Enclosures I and 2 and precedes the afTected document pages.

l The NRC is requested to review and grant approval of the enclosed ISI program revisions in accordance with 10 CFR 50.55a (g)(6)(i). The subject changes do not afrect public health and safety.
