Dear Mr. Denton:

The activated charcoal to be used in the Nuclear Safety Related Air Filtration Systems at McGuire was purchased to meet or exceed the acceptance criteria of Regulatory Guide 1.52, Revision 0 which was in effect at that time. At this time the draft McGuire Technical Specifications require that the charcoal meet the testing criteria of Regulatory Guide 1.52, Revision 2, March, 1978. Since the charcoal which is presently on-site does not meet the requirements of the Technical Specifications but does meet the acceptance criteria of Regulatory Guide 1.52, Revision 0, it is requested that a limited exemption be granted which would allow the charcoal now on-site to be used. All replacement char-coal will meet the acceptance criteria of Regulatory Guide 1.52, Revision 2, March, 1978, thus meeting the requirements of the McGuire Technical Specifica-tions.

The charcoal now on site is Sutcliffe-Speakman 610 (K13 Impregnated) and meets or exceeds most of the minimum acceptance criteria as defined in Regulatory Guide 1.52 Revision 2, March, 1978. The only criteria that is not fully met, as can be seen on the attachment, is the Radioiodine Removal Efficiency, Methyl Iodine removal for a 2" bed at 25 C and 80 C, 95% relative humidity (5a and b).

Due to the similarity in test methods (Regulatory Guide 1.52, Revision 0 to Revision 2), the relatively minor difference in acceptable test results and the length of time the charcoal will be used before replacement, it is our position that using the charcoal now onsite would not jeopardize the health and safety of the public.
