The enclosure to this letter is our response to the request made in your transmittal letter concerning improvement of the effectiveness of our canagement control system.

Attachm:nt Serial No. 486A In response to your letter dated August 6, 1982 and our reply dated September 3,1982, I will elaborate on those actions planned to improve the effective-ness of our management control system.

Station management receives advice from various groups within the station and corporate groups concerning safety issues including equipment operability, personnel, safety, and procedural difficulties and deficiencies. Management assesses the significance of each and establishes direction based on the urgency of the matter, on the developing trend (if any), and on the available resources.

Vepco has established the position of Licensing Coordinator at the station to assist station management in centralizing the coordination of those functions important to licensing matters. The coordinator will have access to a commitment tracking system with trending capabilities to assist him in his duties. The Licensing Coordinator will be tasked with the responsibility of reviewing repetitive items on a periodic basis and reporting to station management his recommendations. This action will insure recurring reviews of established priorities are properly accomplished.

The commitment tracking system is in the final development process now and should be fully implemented by the end of the first quarter of 1983. It is planned to have the position of Licensing Coordinator filled by January 1, 1983. It is believed that the changes described above will further enhance an already effective management control system, and reduce the probability of similar occurrences taking place in the future.

Until the position described above has been filled, the Safety Engineering Staff will provide the necessary feedback mechanism to station management.
