Pursuant to item (d) in Title 10 of the Code of Federal Regulations, Part 70.24 and guidelines provided by the NRC in paragraph C1 of reference (1),

Washington.Public Power Supply System is requesting an exemption from the requirement for a criticality accident monitoring system in the new fuel storage area at WNP-3.

As described in reference (2), a criticality safety analysis was performed using industry codes and the results of the analysis indicate that the geo-metric design of the new fuel storage area precludes criticality. Further-more, under worst case conditions, the geometric spacing limits the effec-tive multiplication factor, ke ff to less than 0.98; calculated value < 0.80.

Tharefore, criticality under any normal, Design Basis Event or accident con-ditions is prevented.
