I The Power Authority of the State of New York, Licensoo in the above-captioned docket, hereby file an Application for Amendment to Operating License DPR-59, which would make cortain changes to the Technical Specifications as sat forth in Appendix A.

With this Application for Amendmont, Licensoe hereby transmits documents antitled " Proposed Changes to Technical Specifications" (Attachment A) and General Electric Company Raport NEDO-24129-1,

Supplement 1, " Raised Safety / Relief Valvo Setpoint Roanalysis for tha James A. FitzPatrick Nuclear Power Plant for Reload No. 2", September 1978. The documents describa the changos and the reasons therefor.

The proposed changos would provide for ravisions to the Technical Specifications in support of oporation during Cyclo 3 with new fuel types.

The proposed changes to Pages 27, 29, 30, 35 and 103 of the James A.
