Dear Sir:
Florida Power Corporation (FPC) hereby submits Technical Specification Change Request No. (TSCRN) 182 requesting an amendment to Appendix A of Operating License No. DPR-72.
As part of this request, a proposed replacement page for Appendix A is provided.
This submittal requests adding a footnote to Table 4.7-4, Hydraulic Snubber Inspection Schedule, of the Technical Specifications (TS) to provide a one-time extension to the six months decreased interval required by the TS Table. This decreased interval is required due to the results of the inspections performed during Refuel 7.
Current proposed industry standards awaiting NRC endorsement would not require such a reduction for similar' inspection results.
The present TS Table inspection interval would recuire a forced shutdown before January 30, 1991. The proposed TS change w<ll extend the inspection interval by approximately nine months (October 1991), thus avoiding a forced plant shutdown.

This change request proposes to add a footnote to Technical Specification (T.S.)
Table 4.7-4, " Hydraulic Snubber Inspection Schedule", which would allow the visual inspection of snubbers to be performed during Crystal River Unit 3's (CR-3) mid-cycle outage scheduled for October 1991.
REASON FOR REQUEST:
Table 4.7-4 of T.S. requires 100% of the snubber population to be visually inspected every 18 months.
If failures are found during the inspection, the interval is decreased.
A visual inspection of all snubbers was performed during CR 3 Refuel 7 (completed in June 1990).
One hundred percent (100%) of accessible and inaccessible snubbers were visually inspected as required by T.S. Surveillance 4.7.9.1.a.
The inspection found two snubbers, MUH-36A and RCH-70, with no visible fluid in the reservoir.
Functional tests were performed on the two snubbers and they were found to be inoperable. Based on these results a decreased inspection interval of six months is now required per T.S. Table 4.7-4.
Performing the inspection per the increased inspection frequency would require a forced plant shutdown by January 30,1991 which is prior to CR-3's next scheduled shutdown of sufficient duration to perform this i
inspection.
EVALUATION 0F REQUEST:
Adding a footnote to the inspection Table in order to provide a one-time extension is considered an appropriate request:
1.
The inspections performed for the three previous inspection intervals have shown no visual inspection failures.
Based on this, FPC concludes that a trend in snubber failures for the balance of the snubber population does p_gi exist.
2.
The root cause of the recent two snubber failures is unrelated. MUH 36A had a tubing fitting leak and RCH-70 had a damaged front seal.
The two snubbers were rebuilt and subsequently functionally tested satisfactorily.
3.
The American Society of Mechanical Engineers (ASME) Standard on Snubber
- Testing, proposed revision to OM 4d, addresses the basic interval for visual inspections and the relation of snubber population and number of failures to surveillance intervals. This Standard, when published, will

allow a surveillance inspection interval of 48 months (as opposed to six months) for a snubber population of CR 3's size with similar inspection results. The NRC staff participated in the development of this standard.
Formal endorsement is being processed within the agency.
Florida Power Corporation requests a one time extension to the six month snubber visual inspection surveillance interval. The extension would be for approximately nine months until CR-3 commences its mid-cycle outage, October 1991. By the end of the mid-cycle outage,100% of accessible and inaccessible snubbers will be inspected.
Subsequent inspection frequency controls will be provided by an inspection " Plan" relocated from T.S.'s by the Technical Specification Improvement Program.
