Gentlemen VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 2 TECHNICAL SPECIFICATION REPORTING REQUIREMENTS FOR THE CORE SURVEILLANCE REPORT North Anna Unit 2 completed its seventh cycle of operation on August 21,1990 and entered into a refueling outage. During our fuel inspection two fuel assemblies that j
were scheduled to be reused in the Cycle 8 core were classified to contain leaking fuel i
rods. As a result of our policy to remove all known leaking fuel rods from the core, a redesign of the Cycle 8 core is necessary. Therefore, the Core Surveillance Report (previously submitted by letter dated September 11,1990) for North Anna Unit 2 must be revised to reflect these new operating limits.
Technical Specification 6.9.1.7 requires that changes to the N(z) function for normal operation, as provided in the Core Surveillance Report, be submitted to the NRC sixty days prior to this information becoming effective ~(Cycle 8 is currently scheduled for criticality on November 3,1990.) However, the Technical Specification provides for an alternate submittal date with NRC written approval, Therefore, in accordance with this Technical Specification provision, we request the sixty ' day advance submittal requirement of Technical Specification 6.9.1.7 be waived by.the NRC, and alternately, j
we propose to submit the revised Core Surveillance Report by October 25,1990.
