On July 9,1990 (NLS 90 088), Carolina Power & Light Company requested a revision to the Technical Specifications for the Brunswick Steam Electric Plant (BSEP), Units 1 and 2.

The existing Technical Specification 3/4.8.1 does not adequately address operation of one unit while the other unit is shutdown.

The proposed change adds a footnote to Technical Specification 3.8.1.1.a which permits an offsite power source on a unit in operational conditions 4 or 5 to be inoperable for up to 45 days, after which the other unit must be shutdown. This will allow maintenance to be performed on the offsite power sources to a shutdown unit without affecting operation of the other unit.

During recent conversations with the Staff, CP&L agreed to reword the proposed footnote in order to clarify its intent by specifying that the unit for which an offsite power source is removed from service will be in Operational Conditions 4 or 5.

Also, unit designations have been added to assure that there is no confusion as to which unit is allowed to have an inoperable offsite power source or to which unit the 45 day shutdown requirement is applicable.

Carolina Power & Light Company has reviewed the 10 CFR 50.92 Evaluation l

provided with the July 9,1990 license amendment request and has determined that is not affected by the rewording of the proposed footnote.

The changes made to the footnote are administrative in nature, intended to clarify the footnote; they do not affect the requirements of or basis for the proposed amendment. As such, a revision to the 10 CFR 50.92 Evalunt'.on is not necessary.

In order to support the requested issuance date of September 26, 1990, CP&L has taken this opportunity to provide typed pages for your convenience in issuance of the amendments.

These typed pages include the changes to the footnote discussed above. provides the proposed Technical Specification pages for Unit 1.
