Dear Sir:
The NRC was notified of a potentially reportable deficiency in Reference (A) and an Interim Report.was transmitted by Reference (B).
-At that-time, it was estimated that a Final Report would be available by September 30, 1982.
Due to the extensive investigation and evaluation required, a revised Interim Report is attached.
It is now expected that this information will be finalized by November 23, 1982, at which time a complete report will be submitted.

e INTERIM REPORT - REVISION 1 - DER 82-29 POTENTIAL' REPORTABLE DEFICIENCY ARIZONA PUBLIC SERVICE COMPANY (APS)
P_VNGS UNITS 2 & 3 I. POTENTIAL PROBLEM The four (4) following nonconformance reports were initiated as a result of examinations made in compliance with the Pre-Service Examina-tion Program (PSE). Based on the results of these inspections, this Deficiency Evaluation Report was initiated to evaluate whether the piping material being received from Pullman Power Products (P.O.
Specification 13-FM-201) contained generic material defects.
1.
NCR: PC-4031, MT Examination, Spool No. 3-SG-005-S011 Removal by Bechtel of a linear indication resulted in the discovery of a large lamination which has reduced the minimum wall to.800 inches. Other multiple linear indications were also observed on this spool. The design office calculation for this particular spool indicates that the minimum allowable wall thickness is
.555 inches.

NCR: PC-4047, Visual Inspection, Spool No. 2-EC-064-S018 Removal by Bechtel of a linear indication resulted in a minimum wall thickness being reduced to.106 inches.
The design office calculation for this particular spool indicates that the minimum allowable wall thickness is.079 inches.

NCR: PY-4059, Visual Inspection, Spool No. 2-CT-044-S004

Removal by Bechtel of a linear crack resulted in the minimum wall thickness being reduced to.195 inches. The design office calcula-i tion for this particular spool indicates that the minimum allowable wall thickness is.070 inches.

NCR: PC-4436, UT Examination, Piping Spool 2-SG-042-S001 L
i Weld SG-042-W001 failed ASME Section XI U.T. Examination because of l
laminar indication of 9.67 sq. inches at a depth of.85 inches; wherein, the acceptance criteria for this condition would be 4.0 l
sq. inches for 2-inch thick material. However the indication l
lies outside'the lower one-third T Examination Volume and it also lies inside the weld and heat affected zone of the weld. The weld and heat affected zone had previously been accepted to ASME Section III Radiographic Examination requirements.

Interim Report - Revision 1 - DER 82-29 Page 2 II. APPROACH TO.*JiD STATUS OF PROPOSED RESOLUTION The conditions noted on Nonconformance Reports PC-4031, 4047 and PY-4059 have been dispositioned as not safety significant since minimum wall requirements were not violated.
The condition noted on Nonconformance Report PC-4436 requires additional review since it was recently included with this DER, and Bechtel Engineering requires time to complete the disposition.
III. PROJECTED COMPLETION OF CORRECTIVE ACTION AND SUBMITTAL OF THE FINAL REPORT Evaluation of this condition and submittal of the Final Report is forecast to be completed by November 23, 1982.
