Dear Mr. Keppler:

This letter serves as our third Interim Report pursuant to 10CFR50.55(e) concerning the rejection during re-review of a number of previously accepted radlographs of Containment Vessel shell plate welds. Mr. J. Konklin of your office was first notified on April 5,1982, by Mr. E. Riley that The Cleveland Electric Illuminating Company was investigating this deficiency. Our previous reports on this subject were submitted May 3,1982, and Augus t 31, 1982.

The Project Organization's Nondestructive Examination element has completed their 100% re-review of all previously accepted radiographs from both contain-ment vessels. As previously discussed, acceptance and rejection numbers in this report will be based on the number of separate film viewed, rather than the number of welds, since some weld joints may consist of up to thirty (30) separate film.

The following data represent the preliminary results of this review:

. For Unit 1 shell radiographs, of 12,192 film, 4.6% has been identified as potentially rejectable requiring further evaluation.

. For Unit 2 shell radiographs, of 10,211 film, 1.9% has been identified as potentially rejectable requiring further evaluation.

All of these r . - tia lly rejectable radiographs have been submitted to the Authorized %)r - Impector (ANI), Hartford Steam Boiler and Inspection Company. a w- w and analysis to establish Code compliance for each ques-t ionable, y .ta .t. Various techniques were used in this review process dependint on cite..cotances; including f teld comparison of weld joint to radiograph, added film review and indication analysis, as well as weld surface clean-up and re-radiography.
