SUMMARY

DISPOSITION OF CFSP CONTENTION 26 By Memorandum and Order dated July 6,1982, the Licensing Board admitted Contention 26 of the Coalition for Safe Power (CFSP). Contention 26 states as follows:

Petitioner contends that the electric equipment, other than that supplied by General Electric will not be qualified to IEEE 344-1975 and Regulatory Guide 1.100, and thus the plant will not conform to current standards of safety and regulations.

The basis for this contention was that the Applicant had stated in Section 3.10 of the PSAR for Skagit/Hanford Nuclear Project (S/ENP) that electrical and instrumentation equipment, other than that supplied by General Electric (GE), would be seismically

The PSAR for S/HNP has been amended, and the Applicant has committed to meet the provisions of IEEE 344-1975 and NRC Regulatiory Guide 1.100 for electrical and instrumentation equipment supplied other than by GE.*/ See, Amendment 24 to the _

PSAR, Section 3.10.1.3.1 and answer to NRC Staff Question 271.1, attached hereto. Consequently, CFSP Contention 26 does not I present an issue in controversy, and the Applicant hereby moves for summary disposition and dismissal of that contention.

3.10.1.3 Compliance with Seismic Qualification Requirenents See 251 NSSS GESSAR.

3.10.1.3.1 Equipment Supplied other than by GE Oualification and documentation procedures used for seismic Category I electrical and instrumentation equipment, 220.1 supplied by other than GE, will meet the provisions of IEEE Standard 344-1975 including the provisions of NRC Regulatory E271.1 Guide 1.100.

3.10.2 SEISMIC ANALYSES , TESTING PROCEDURES, AND RESTRAINT MEASURES The following sections outline the seismic analyses, testing

./ procedures, and restraint measures for the Seismic Category s I instrumentation and electrical equipment.

3.10.2.1 Seismic Catecory I Equipment i

The following procedures will be applicable to the analysis of seismic design adequacy of Seismic Category I instrumen-tation and electrical equipment, including supports such as 110.8 cable tray supports, battery racks, instrument and control consoles.

l Seismic specification will be provided to the vendor with appropriate response-spectru= curves at the related floor elevations and instructions on their use in qualifying the specified equipment and components.

The general approach employed in the dynamic analysis of Seismic Category I equipment and component design will be based on the response-spectrue technique, where applicable.

The time-history analysis of Seismic Category I structures generates in-structure response-spectrum curves and time histories at various support elevations for use in the analysis of systems and equipment.

( QUESTION 271.1 Page 3.10-1 of Section 3.10, and page 3.10-3, state that the seismic qualification of electrical equipment -

supplied, other than by General Electric, will be in accordance with IEEE 341-1971 (and NRC Staff Technical Position EICSB No. 10). However, both revisions 1 and 2 to the Standard Review Plan (SRP) Section 3.10 state that, for plants for which the construction permit application was docketed after October 27, 1972, the qualification of electrical equipment should be in accordance with IEEE 344-1975 and Regulatory Guide 1.100.

Also, the 251 NSSS GESSAR, referenced in the Skagit/Hanford PSAR, references IEEE 344-1975. There-fore, the PSAR should be revised to be consistent with the SRP and the 251 NSSS GESSAR.
