Gentlemen:
Attached for your approval is the Fort St. Vrain Final Survey Plan for Site Release.
This plan describes methodologies that Public Service Company of Colorado (PSC) will use to demonstrate that radiation and radioactive contamination levels at the Fort St.
Vrain Nuclear Station have been reduced to acceptable levels so that the site can be released for unrestricted use.
At the conclusion of active dismantlement and decontamination activities, there will actually be three independent surveys performed to document the acceptable condition of the facility and to support termination of Fort St. Vrain's 10 CFR 50 license. The first of these surveys will be conducted by our decommissioning contractor, and is referred to as the Final Survey. PSC will perform a second survey, known as the verification survey, through use of an independent contractor. The final termination survey will then be performed by the NRC and their independent contractor. The attached plan provides administrative guidance for the first of these three surveys, the Final Survey, and is intended to provide the basis for the implementing procedures for this suney.

-1 P-94019 February 17,1994 Page 2 The attached plan is based on the Final Radiation Survey Plan contained in Section 4 of the Fort St. Vrain Decommissioning Plan and the guidance provided in Draft NUREG/CR-5849, " Manual for Conducting Radiological Surveys in Support of License Termination." In addition, the attached plan includes guidance for the treatment of Hard to Detect Nuclides (HTDN), consistent with the proposed guidance previously described in the referenced letter.
PSC understands that the NRC is currently considering strategies for the treatment of HTDN during final site release surveys. PSC will consider any such new guidance in a future revision to this Final Survey Plan.
To support PSC's final survey planning and developmental activities (e.g., procedure development, equipment procurement, survey package development, and worker training) in accordance with the Fort St. Vrain decommissioning schedule, we request NRC approval of the attached Final Survey Plan for Site Release by June 1,1994 If you have any questions regarding this information, please contact Mr. M.
