Dear Mr. Schwencer:

This letter and its attachments is provided in response to your letter dated July 28, 1982, regarding unresolved fire protection issues for the Perry Nuclear Power Plant, Units I and 2.

Additional information is provided in the attached revised Fire Protection Evaluation Report, (G AI Report No.1958, Rev. 2). This documentation should resolve the confirmatory issues regarding fire protection for the fixed radio repeater (#37),

system design (#38), fire extinguishers inside containment (#39), and watertight curbs for the diesel generator rooms (#40). Please r. ate that there was not a commitment to watertight curbs for the switchgear rooms as discussed in our letter dated March 12, 1982, from R. B. Coffey to Mr. John Stang.

Additionally, the methodology used in our safe shutdown analysis / evaluation is described in this FPER, Rev. 2, as well as commitments to providing local audible alarms, emergency lighting, and 3-hour fire rated penetration seals. Further delineated in FPER, Rev. 2, are commitments to meet the requirements of the staff supplemental guidance " Nuclear Plant Fire Protection Functional Responsiblities, Administrative Controls and Quality Assurance" (August 29, 1977) concerning the fire brigade, fire-fighting procedures, administrative controls of combustibles, ignition sources, and quality assurance in the fire protection program.

Attachrnent 2 to this letter addresses your concerns on the 3-nour fire rating for the gypsum walls (SER Section 9.5.1.4.1, confirmatory item #36). The config-uration dif ferences between the Perry wall design and that tested by Underwriter Laboratories for U. S. Gypsum are addressed in terms of meeting the 3-hour 1

fire rated requirement. This information should close this confirmatory issue.

A. Schwencer August 31,1982 Confirmatory items Page 2 By separate letter, we are responding to the staff concerns regarding the use of CO, as the fire suppression agent in the control room (Outstanding issue #16).

We aw' hit the staff's review of our June 16, 1982, letter of proposed deviations to Branch Technical Position CMEB 9.5-1 Section C.5.6 to close the oustanding issue (#15) on fire protection for safe shutdown.

We believe that this letter comprehensively addresses the oustanding and confirmatory fire protection issues. We will continue our efforts working with the staff to achieve resolution on all of these items.
