Dear Mr. Keppler:

This letter serves as our second Interim Report pursuant to 10CFR50.55(e) concerning the rejection during re-review of a number of previously accepted radiographs of Containment Vessel shell plate welds.

Mr. J. Konklin of your of fice was first notified on April 5, 1982, by Mr. E. Riley that The Cleveland Electric Illuminating Company was investigating this deficiency. Our first Interim Report on this subject was submitted May 3,1982.

This report includes a description of the deficiency, the me thod planned for completion of our evaluatton, and the planned date for the submittal of our next report.

DESCRIPTION OF DEFICIENCY Several Nonconformance Reports (NRs) were written by Newport News Industrial Corporation of Ohio (NNICO) to document the fact that they had failed to perform excavation Magnetic Particle Testing on a number of welds that were being repaired. The NRs were dispositioned "Use-As-Is" based on accep table final radiographs of the weld repairs.

Project Organiza tion's Nondes tructive Examination Element began to re-review these previously accep ted radiographs for the purpose of verifying compliance with the disposition of the subject NRs.

During this re-review, it was found that a number of the previously accep ted radiographs could be judged rejectable.

Based on these preliminary results, your of fice was notified.

K pplsr August 31, 1982 COMPLETION OF EVALUATION A commitment was made by Project Organization to perform a 100% re-review of all radiographs from both Containment Vessels to identify all potential unaccept-able radiographs. In order to more accurately define the extent of the deficiency, acceptance and rejection numbers will be based on the number of separate film viewed, rather than the number of welds, since some weld joints may consist of up to thirty (30) separate film.

All radiographs for the Unit 1 shell have been re-reviewed. Of 12,192 film, 4.6% has been identified as potentially rejectable requiring further evaluation.

Re-review of film for Unit 2 is underway and we will submit our next report when this portion of the review is completed. The date projected at this time is September 30, 1982, Please call if you have any questions.
