DESCRIPTION OF DEFICIENCY During a control panel termination review, it was found that the Unit I diesel generator control cabinet furnished by Cooper Energy Services had internal wiring not in compliance with IEEE-308/384 and SAR requirements. In several areas, separation between Class IE and non-class IE wiring was not maintained.
The Bechtel specifica-tion 13-MM-018 did not specifically reference IEEE-384. Although it was e derstood and documented that this standard is applicable, Bec' al Engineering failed to update the purchase order specification witn this specific requirement.
During subsequent drawing review to determine the extent of the dis-crepancy, it was noted that isolation between IE and non-IE circuits was not provided for some circuits.
II.
ANALYSIS OF SAFETY IMPLICATIONS This condition is considered reportable under the requirements of 10CFR50.55(e). Electrical isolation and separation is not adequate to assure that failure in non-IE circuits or components would not cause failure of IE circuits, causing failure of the essential on-site AC power supply.
III.
CORRECTIVE ACTION Design Change Packages for Units 1 and 2 have been issued to revise t
the control panels to provide isolation and separation per the referenced documents. The Unit 3 control panel will be corrected l
by the supplier prior to delivery to the jobsite.

IEEE-384 has been included as a specific requirement in Revision 10 to specification 13-NM-018.
