- 1.1 The purpose of this procedure is to provide direction for the evacuation of personnel at SSES.
Provisions for the following types of evacuations are included in this procedure:
1.1.1 Local Area Evacuation:
personnel evacuating from one area of a building 1.1.2 Controlled Zone Evacuation:
personnel evacuating from a building or large area 1.1.3 Site Evacuation:
personn:1 evacuating the entire SSES site.
2.0 SCOPE The procedure is applicable whenever it is necessary to relocate personnel due to a potential or actually hazardous situation during Emergency Conditions.
3.0 REFERENCES

which poses a threat to SSES personnel.
l 4.2 It is the responsibility of the SECURITY COORDINATOR to direct the actions of Security Personnel during evacuations and to contact offsite l
assistance if required.
4.3 It is the responsibility of the COMMUNICATIONS COORDINATOR to perform the required notifications.
O 4.4 It is the responsibility of the RADIATION PROTECTION COORDINATOR to l
provide radiological support during the evacuation.

Revision 1 Page 4 of 11 5.0 DEFINITIONS 5.1 - Co'ntrolled Zone Evacuation - evacuation of non essential ' ndividuals from some or all of the Control Zone (Reactor, Turbine and Radwaste Building).
5.2 Essential Personnel personnel who are needed immediately to deal with the emergency.
5.3 Remote Assembly Area - Either the EOF or RIVERLANDS INFORMATION CENTER 6.0 INSTRUCTIONS 6.1 Local Area Evacuation 6.1.1 Whenever any one or more of the following conditions exist, the immediate area or room will be evacuated:
a.
Constant air monitor on high alarm; or, O'v b.
Area radiation monitor on high alarm; or, c.
Fire alarm activated; or, d.
Uncontrolled toxic material in area; or, e.
Any condition which has the potential for harm or could become hazardous if personnel remained in the area.
6.1.2 Any person discovering such a condition will immediately leave the area and notify the Control Room.
l 6.1.3 The EMERGENCY DIRECTOR will follow the instructions in 1
Attachment A, Action Step - EMERGENCY DIRECTOR 6.1.4 The SECURITY COORDINATOR will follow the instructions in, Action Step - SECURITY COORDINATOR.

6.2.1 Whenever any one or more of the following conditions exist, the immediate area or building will be evacuated:

Two or more constant air-monitors in separate areas in high alarm; or,

Two or more area radiation monitors in separate areas in h',gh alarm; or, c.
Fire alarms activated; or, d.
Uncontrolled toxic material in the building in quantities which preclude habitation; or, e.
Any condition which in the opinion of the EMERGENCY DIRECTOR would be hazardous if personnel remained in the building.

6.2.2 Any person discovering such a condition will immediately.
leave the area and notify the Control Room.
6.2.3 The EMERGENCY DIRECTOR will follow the instructions of Attachment A - Action Step - EMERGENCY DIRECTOR.
O 6.3 Site Evacuation 6.3.1 Whenever any one or more of the following conditions exist, all non essential personnel will be evacuated from the site:
a.
A Site Emergency or General Emergency has~been declared; or, b.
Multiple continuous air monitors throughout the site on high alarm; or, c.
Multiple area radiation monitors throughout the site on high alarm; or d.
Site conditions such as smoke, fire, uncontrolled toxic materials, flopding, etc., preclude habitation of large portions of the site; or, e.
General site airborne levels greater than 2 MPC f.
Any condition which has the potential for harm or could become hazardous if personnel remained on the site.
6.3.2 Any person discovering such conditions will immediately go to O
a safe loc tion and notify the Control Room.
6.3.3 The EMERGENCY DIRECTOR will follow the instructions of Attachment A, Action Step - EMERGENCY DIRECTOR

A.1.0 Whenever there are conditions requiring a Local Area Evacuation the EMERGENCY DIRECTOR will:
A.1.1 Assure that the area has been cleared of non-essential personnel.
A.1.2 Ensure an emergency team is dispatched to assess and mitigate the conditions.
A.1.3 Have non-essential personnel remain out of the area until the emergency conditions are terminated.
A.2.0 Whenever there is a condition requiring a Controlled Zone Evacuation the EMERGENCY DIRECTOR will:
A.2.1 Institute personnel accountability in accordance with EP-IP-73 U
007.
A.2.2 Dispatch emergency team (s) composed of appropriate personnel from the OSC or TSC to assess and mitigate the conditions.
A.2.3 Have non-essential personnel remain out of the affected zone until the emergency conditions are terminated.
A.3.0 Whenever there are CONDITIONS requiring a Site Evacuation of non-essential personnel the EMERGENCY DIRECTOR will:
A.3.1 Initiate a personnel accountability in accordance with EP-IP-l 007.
A.3.2 When the personnel accountability is complete, direct the SECURITY COORDINATOR to evacuate non-essential personnel from the site.

A.3.3 When site evacuation of non-essential personnel is complete, direct Radiation Protection Coordinator to establish an on-going habitability monitoring program for essential personnel l
assembly areas noted in Attachment D until such time as personnel within these areas are relocated.

Security Coordinator will dispatch, as required, Security Officers to assure that adequate security is maintained.
B.2 Site Evacuation B.2.1 When a Site Evacuation of non-essential personnel is required, ensure personnel accountability has been completed in accordance with EP-IP-007.
B.2.2 Ensure that the Pennsylvania State Police is advised of the evacuation and request assistance in traffic control.
B.2.3 Assign Security personnel, if necessary, to assist with the evacuation and traffic control at Remote Assembly Areas.
B.2.4 Ensure that Assembly Area Leaders are advised of evacuation
- instructions including any designated routes of egress, if a Remote Assembly Area will be utilized and the name or position of additional essential personnel not previously identified.
B.2.5 Ensure that the following are contacted and informed of the PP&L site evacuation.

Page 5 of 56 4.0 RESPONSIBILITIES 4.1 Nuclear Support, under the direction of the Manage ~r - Nuclear Support, is respons'ible for:
4.1.1 Overall inventory and maintenance of emergency equipment and supplies 4.1.2 Ensuring the performance of functional testing of pagers not tested under Plant' Administrative procedures in accordance with EP-IP-102 Surveillance Testing of Emergency Communications Equipment.
4.1.3 Documenting all functional tests performed with results and submitting t' ese documents to the SNEP.

The SNEP will be responsible for filling out the PMIS PM Worklist after receiving these documented test results and returning the PM Worklist to the PMIS Center.

4.2 At the direction of the Manager-Nuclear Support, the Supervisor-Nuclear Emergency Planning (SNEP) is responsible for:
4.2.1 Completion and submittal of all Preventative Maintenance Worklists Input forms, Form AD-00-540-5, necessary to support this procedure.
4.2.2 Subsequent approval and submittal of all resulting Computer Approval Sheets necessary to support this procedure.

7.0 RECORDS 7.1 The PMIS as outlined in AD-00-540; " Preventative Maintenance System" will provide the method of controlling overall documentation of inventories, inspections and operational tests as required by this procedure.
7.1.1 The responsible supervisor of each designated group will ensure the weekly completion of any PMIS PM Worklists he is responsible for and submit them to the PMIS center (except in cases where this responsibility has been given to the SNEP).
7.1.2 Information including inspection date, completion code, and employee performing the task from the PM Worklists will be entered into the computer system by PMIS personnel.
This

will update the PMIS master file automatically and the computer will then schedule the next date for the required activity.

The SNEP will review these records to ensure that identified deficiencies are corrected in a timely manner.
