The New York Power Authority requests an amendment to the Technical Specifications contained in Appendix A to Facility Operating License DPR-59 for the James A.
FitzPatrick Nuclear Power Plant. This application is filed in accordance with Section 10 CFR 50.90 of the Nuclear Regulatory Commission's regulations.
This application for an amendment to the James A. FitzPatrick Technical Specifications revises Specification 3.8 to adopt the Limiting Conditions for Operation (LCO) of Section 3/4.7.6, " Sealed Source Contamination," as stated in NUREG-0123, " Standard Technical Specifications for General Electric Boiling Water Reactors (BWR/5)" (STS).
In addition, the proposed change reformats Specifications 3.8 and 4.8 to make them consistent with the remainder of the FitzPatrick Technical Specifications.
Imp!ementing the proposed changes (i.e., adopting the STS) will reduce the amount of testing of the miscellaneous radioactive material sources.
The signed original of the Application for Amendment to the Operating License is enclosed for filing. Attachments I, ll, and 111 to this application contain the proposed changes to the Technical Specifications, the associated Safety Evaluation, and a mark-up of the current Technical Specification pages, respectively.
