VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NOS. 1 AND 2 SUPPLEMENTAL RESPONSE TO GENERIC LETTER 82-05 In our response to Generic Letter 82-05 for North Anna Power Station dated June 18, 1982 (Serial No. 226) Vepco provided a completion date of September 1,
1982 for the Reactor Coolant Sampling System which is part of Item II.B.3 of NUREG-0737. At the time of our response, this completion date was believed to be realistic. However, subsequent events have occurred which we feel place this date in jeopardy.
The Reactor Coolant Sampling System at North Anna is installed, however, we have experienced constant difficulty in securing adequate and timely start-up, spare part, and component repair sun;;-r from the sampling system vendor.
Discussions with other utilitie, that have purchased similar post-accident sampling systems from this v'ador indicate that this is a common problem.
Our present plans are for a start-up engineer from the sampling system vendor to return to North Anna as soon as possible and remain there full-time until the Reactor Coolant Sampling System is fully operational.
In addition to a vendor representative, a full-time field engineer from the Architect-Engineer that designed the sampling system will be present through all remaining activities. We are making a dedicated effort to achieve the September 1, 1982 i
l completion date but feel, due to factors discussed above, our efforts may extend beyond this date. The new commitment date is January 1, 1983 for both North Anna units.
This date is consistent with the current License Condition 2.C.21(c) for North Anna Unit No.
2.
It should be emphasized that this extension will in no way affect or slow our efforts to make this system operational.
It is our intention to keep you advised of the ongoing progress of our efforts from now until the system is fully operational.
