This letter refers to the Inspection conducted by Messrs. J.11. Eckhardt, j
J. F. Burdoin and G. liernandez on January 25-29-1982, as documented in your letter of February 11, 1982, of activities authorized by the Nuclear Regulatory Commission (NRC) Construction Permit Nos. CPPR-141, 142 and 145.
During this Inspection, one (1) item of noncompliance was identified. Our final response to this item of noncompliance (Severity Level V - Supplement II) is presented in the enclosed Attachment A.

ATTACHMENT A Docket No. 50-528 Construction Permit No. 141 NOTICE OF VIOLATION As a result of the Inspection conducted on January 25-29, 1982 and in accordance with the Interim Enforcement Policy, 45.FR 66754 (October 7, 1980), the following violation'was identified:
Appendix B of 10CFR50, Criterion V, as addressed in Paragraph 5.1 of the Quality Assurance Program in Appendix A to the PSAR, states,.in part: " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings..."
Bechtel Drawing No. 13-C-ZCS-655, Revision 2, which governs structural steel column' fabrication, in Section G, " Weld Detail",~ depicts h" fillet welds on the outside of the column.

Contrary to the above, on January 28, 1982, three columns at the 149' Elevation'of the Unit ~1 Containment Building were 4
found to lack the required welds.. The column welds had been inspected and accepted at a Bechtel approved vendor fabrica-tion shop prior to shipment to the site.
This is a Severity Level V Violation (Supplement II), appli-cable to Unit 1.

Corrective Actions Taken To Date and'Results Achieved Nonconformance Report, NCR-CC-3186, was written to document the l
nonconformance and corrective action. The missing welds were

Corrective Steps That Have Been Taken To Avoid Further Noncompliance a.
Corrective Action Request S-82-13 was issued to supplier, Marathon Steel Company-on February 4,1982, requesting investigation to determine cause and corrective' action to l
prevent recurrence.
b.
Bechtel Construction issued.an Interoffice Memorandum, B/MSC-K-10037, to Marathon Steel Company advising them of the weld problem and requesting Marathon to dispatch an inspector to perform field inspection to assure that problem did not exist on previously shipped items.

Subsequent inspection by Marathon found three additional columns with missing welds, two on Unit 1, one on Unit 3.
Nonconformance Report NCR-CC-3253, dated February 23, 1982, was issued for the Unit 3 column and NCR-CC-3279, dated March 4, 1982,-was' issued for the Unit 1 columns.
e NCR CC-3279 was dispositioned Rework on March 11, 1982 and the Rework was accepted by QC Engineer on March 25, 1982, e NCR CC-3253 was dispositioned Rework on February 26, 1982 and the Rework was completed on April 13, 1982.

Date When Full Compliance Will Be ' Achieved The reinspection effort by Marathon Steel was initially started e
on February 10, 1982 and was completed on March 10, 1982.
Marathon's answer to the CAR S-82-13 and Letter B/MSC-K-10037 e
states that the deficiency is the result of an unclear method of weld detail.
All column drawings containing this type of detail were noted and tabulated for the field reinspection effort that was completed on March 10, 1982. This condition will also be highlighted or changed on all future detail drawings as they are reviewed by Marathon's Project Engineer.
e As of April 13, 1982, full compliance has been achieved.
