Subj ec t: Oyster Creek Nuclear Generating Station Docket No. 50-219/ Provisional Operating License DPR-16 Spent Fuel Storage Capacity License Change License Change Request #111 The Oyster Creek spent fuel pool is currently licensed for the storage of 1800 spent fuel assemblies.
The operational plans for the Oyster Creek Station plus the potential return of 224 spent fuel assemblies presently stored offsite, indicate that sufficient capacity is available to accommodate our storage needs through 1985.
In order to meet our storage needs beyond 1985, it is our intent to increase the licensed storage capacity of the spent fuel pool to 2600 assemblies.
The increased capacity would meet our anticipated storage requirements through 1992.
The increased storage capacity of the spent fuel pool will be accomplished by replacing the existing " flux-trap" spent fuel racks by high density " poison" racks. With the exception of the cask handling, fuel transfer and other work areas; the spent fuel pool will be sequentially reracked with free standing, high-density, poisoned racks.
The current capacity of 1800 fuel assemblies is incorporated in Paragraph 2.B. (2) of the facilities opera ting license and is based upon the " Facility Description and Safety Analysis Report", (FDSAR) Amendment #78 dated December 7, 1976. Our review of Amendment #78 to the Oyster Creek FDSAR indicated that our intent to increase the pool capacity to 2600 assemblies will impact on the pool reactivity considerations, the pool's, structural adequacy and the heat load in the pool.
Our final report and license submittal will address these areas in detail.

- It is anticipated that our final report and licensing submittal requesting the necessary changes to the Operating License will be forwarded in May/ June of 1983.
The request for change will be reviewed and approved in accordance with the requirements of Section 6.5 of the Oyster Creek Technical Specifications.
We have evaluated this in accordance with 10 CFR 170.22 and have determined this to be a Class III amendment. A check for $4,000 is enclosed.
