Dear Mr. Bernard:

Clinton Power Station Unit 1 Docket No. 50-461 This letter is in response to your letter of June 23, 1982 (reference 1) requesting a schedule for addressing the Humphrey concerns. Our initial response to this request was forwarded in reference 2 and indicated that IP was persuing work with the other BWR Owners to address these concerns generically. We have proceeded with this effort and have established an owners group to develop responses to these issues. The owners group consists of Mississippi Power and Light Co., Illinois Power Company, Cleveland Electric Illuminating Co., Gulf States Utilities, and General Electric Co. The group is chaired by Mississippi Power and Light and has developed a program to address these issues.

The Owners Group program to address the Humphrey concerns is based on the Mississippi Power and Light responses to these concerns. General Electric Co. is conducting the majority of the analysis and computer code development required to determine the containment response to the concerns in question. This work is being sponsored by the Owners Group to determine the effect of these issues on a typical Mark III reactor. The Mississippi Power and Light specific work is expected to demonstrate that no safety concern will exist as a result of these issues. The MP&L work is generic and bounding for Illinois Power because of the following:

1) The close similarity between Grand Gulf and Clinton hdCMCI!

Containments.

2) The smaller size of the Clinton reactor with respect to the Grand Gulf.

3) The smaller pool enroachments for Clinton than for Grand Gulf.

As a result of the above, our program for addressing these issues is closely linked to the MPSL submittals. The current date for the final MP&L submittal is November 1, 1982.

The Owners Group has selected a peer review panel to perform an independent review of our responses to the questions at hand.

This panel is expected to complete their review function by April 1, 1983.

In summary the Illinois Power Company program to address the Humphrey concerns will focus on the generic work done by General Electric Company for the BWR Owners Group. The final transmittal of this work is anticipated to be November 1, 1982. An independent review of this work is expected to be completed by April 1, 1983.
