Congel, Director Division of Radiation Safety and Safeguards Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, D.C.

Dear Mr. Congel:
Enclosed is a copy of the final exercise report for the October 28, 1992, full-participation plume pathway exercise of the offsite radiological emergency response plans, site-specific to the Artificial Island Nuclear Generating Station.
The State of Delaware and risk counties of Kent and New Castle participated in the exercise.
The exercise report was prepared by the Federal Emergency Management Agency's (FEMA) Region III staff.
A copy of the report will be forwarded to the State of Delaware by the Region III staff.
No Deficiencies were identified during this exercise.
Four Areas Requiring Corrective Action (ARCA) and seven Planning Issues were identified during the exercise.
FEMA's Region III staff will monitor the status of corrective actions relative to these ARCAs and Planning Issues.
Based on the results of the October 28, 1992, exercise, it is FEMA's determination that there is reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the Artificial Island Nuclear Generating Station.
Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness site-specific to the Artificial Island Nuclear Generating Station, granted on June 5, 1986, will remain in effect.
If you should have any questions on the enclosed report, please contact Mr. Joseph A. Moreland, Director, Exercises Division, at (202) 646-3544.
Sinperely, t
