Quality Assurance In response to Mr. Denton's request during our July 15 ' meeting that Detroit Edison provide additional assurance to verify design control aspects on the Fermi 2 Project, Detroit Edison is providing with this letter three copies of a report entitled, " Summary of Core Spray System Design Control Review".

The purpose of this review was to confirm that an adequate design control process was established by the project procedures and was implemented i

throughout all phases of the design activity. The review demonstrates that the design control process was used to establish-the proper design bases, to incorporate the design bases into subsequent design documents l

and to control design changes so as not to violate the design bases.-

The major parties involved in the design activity were General-Electric,

Sargent & Lundy and Detroit Edison. Detroit Edison believes:that the

interfaces between the three major parties have been adequately l

established and controlled. The Core Spray Design Control Review attests j

to the establishment and incorporation of internal design control procedures.

A special QA audit of Sargent & Inndy performed March 2-5k1982 further j

demonstrates interface control involving the distribution, review, comment and approval of' design documents.

SUMMARY

OF CORE SPRAY SYSTEM DESIGN CONTROL REVIEW The Core Spray System Design Control Review was conducted to provide Detroit Edison management with assurance that a design control process has been established by the Enrico Fermi 2 Project Procedures and was in fact being adhered to throughout all phases of the design activity.

The design control review demonstrated that design controls were used to

establish the original design basis; that the exercise of design control was used to correctly translate the design basis into engineering documents; that subsequent changes in engineering were controlled so as not to violate the original design criteria; and finally, that management exercised design controls throughout the entire design activity.

A multi-disciplined group of Fermi 2 and non-Fermi 2 project personnel conducted the review which was directed toward the design activities on a discipline-by-discipline basis to assure that all of the relevant project procedures had been implemented. The project procedures are based on the-criteria specified in 10 CFR 50, Appendix B.

The. review began with an. investigation into the establishment of the l

Core Spray System design basis and concluded with a' verification that -

design documents ~had been updated to reflect the As-Built condition.

The design bases for the.various ' groups were established according to 1

the project procedures in place at the time.

For design prior to the issuance of 10 CFR 50, Appendix B, the groups followed the standard industry practices and Detroit Edison's standards in establishing design basis parameters.

The Core Spray System design basis was provided by General Electric. The General Electric design control program is described in NED0-ll209-04A, Revision 3, Section 3.

The May 3,1982 letter from General Electric to Detroit Edison contains assurances that design control is being, and has been, implemented on General Electric design work for the Fermi 2 plant.

Since May,1969, the General Electric Design Control Program has been audited extensively by Detroit Edison, other General Electric utility customers and the AEC/NRC.

A design document review demonstrated that the design bases have been maintained and there is a documentation trail attesting to that fact.

The Fermi 2 Project Engineering groups have properly translated the conceptual and design basis requirements into working documents. A document review conducted during the design control review revealed that Detroit Edison hired Atomic Power Development Associates to conduct l

an independent review of the design basis for the Core Standby Cooling Systems which included Core Spray System.

The review of the design change documents associated with the Core Spray system shows that proper controls had been established to assure that the design basis is maintained. More importantly, the review demon-strated that the design change control procedures had been implemented by the Fermi 2 Project Engineering groups.

The review showed that the Project Procedures are complemented by internal discipline work procedures which provide further assurance that design control is maintained.

As these internal working procedures are identified, they are formalized by the groups so as to provide continuity should personnel changes occur.

The Design Control Review was specifically intended to address those activities and interfaces internal to Fermi 2 Project Engineering.

Recognizing that there were external interfaces that also needed to be assessed with respect to design control, an audit was conducted at Sargent and Lundy to evaluate interface control relative to the distribu-tion, review and transmittal of design documents and information between Detroit Edison and Sargent and Lundy. This audit was conducted concurrent with the Core Spray Design Control Review by a separate group.

The Sargent and Lundy audit addressed the following specific areas of activity:

a) Design interfaces with Detroit Edison and Sargent and Lundy design divisions.

b) Control of design documents.

c) Review and approval of design documents.

The scope of the audit at Sargent and Lundy was not limited to a review of Core Spray System design documents alone. An audit of Core Spray. System documents only would have been too'limitCd to assess the implementation of interface control procedures.

Sargent and Lundy's implementation of their Quality Assurance procedures in the design interface area was found to be satisfactory. The audit findings and observations were discussed and recommendations presented for both remedial and final corrective actions.

The commitment to design control at Detroit Edison is further evidenced by the establishment of an Engineering Assurance group in Project Engineering. The Engineering Assurance group was established to assure Engineering compliance with approved project procedures.

In addition, it recommends and prepares orientation and indoctrination programs with respect to procedure implementation by Engineering. The Engineering Assurance group participated in the Sargent and Lundy design control audit.

In conclusion,' the Core Spray Design Control Review and the Sargent and Lundy audit provide assurance that-design control is being exercised throughout the design activities on the~ Fermi 2 project..The Core Spray Design Control Review shows that the Fermi 2 Quality Assurance Program is being properly implemented to maintain design control..Likewise, the-Sargent and Lundy audit indicates that they are adhering to their Quality Assurance Program which1was established to provide design-control.
