PBRD-50-553/81-28, -554/81-21 The subject c'.eficiency was initially reported to NRC-0IE, Region II Inspector P. A. Taylor on September 11, 1981 as NCR PBNP-271. Our first and second interim reports were submitted on October 13 and November 12, 1981, respectively.
In accordance with paragraph 50.55(e) of 10 CFR Part 50 we are enclosing our final report on the subject deficiency. We consider 10 CFR Part 21 applicable to this condition.

Description of Condition Federa'l Pipe and Steel Corporation, Sale Creek, Tennessee, supplied TVA with 2-inch diameter steel rods (heat No. 15979) as a stock pile item under an indefinite quantity term contract (IQT) 79X22-577543 When TVA construction personnel attempted to thread the rods, six cracked due to lamina tion.
Safety Implications The subject rods are stock items and may be used anywhere in the plant, including in safety-related structures. However, from the analysis of the rods as described below, they have been approved for use as is and would, therefore, not have jeopardized the safe operation of~the plant if undetected.
Corrective Action Results from tests performed by Singleton Materials Engineering Laboratory conclude that the rods comply with the chemical and physical requirements of ASTM A-36.
Cross sectional testing by Singleton revealed that the " cracks" were in essence shallow longitudinal seams apparently caused by imperfections in the dies used in the fabrication process and are noninjurious for TVA's applications. A final disposition of "Use As Is" has been recommended and approved for the material by Revision 1.of the subject NCR.
