PACIFIC GAS AND ELECTRIC COMPANY DEPARTMENT OF NUCLEAR PLANT OPERATIONS DIABLO CANYON POWER PLANT ISI REPAIR PROGRAM PLAN Diablo Canyon Power Plant, Unit No.1 Procedure: RP-1 Relief Valve for Waste Gas Compressor Seal Water Cooler Relief Valve #302 for the Waste Gas Compressor Seal Water Cooler line was found leaking at the discharge connection of the return line during verification of its physical location. This requires repair welding at the leak location.

The inservice inspection program for Diablo Canyon, Unit No.1 is based upon the ASME Section XI code,1977 edition including Sunner 1978 Addendum.

The Waste Gas Compressor Seal Water Cooler Relief Valve was designed and fabricated in accordance with the requirements of the ASME Boiler and Pressure Vessel Code Section III Class III 1968 edition including the Winter 1969 Adoendum. The relief valve was manufactured by Lonergan Co. of Philadelphia, Pennsylvania. The valve body material is SA-216 Gr WCB. The valve size is 1" diameter x 3/4" diameter.

Repairs will be made in accordance with the following:

1. Weld metal previously deposited will be removed by machining and/or grinding in accordance with IWS 4220 of Section XI Summer 1978 Addendum.
2. After complete weld removal, the cavity will be liquid penetrant tested (ISI PT-1). Minor porosity associated with the cast valve body shall be considered acceptable. Penetrant examination will be performed in accordance with ASME Section V requirements.
3. Welding procedure (WPS -4.1) and welders are qualified to the design specification and construction code.

. 4. All weld layers will be examined by the liquid penetrant method .

to assure that no indications are created during welding.

5. Pressure tests will be conducted in accordance with IWA-5214 and IWD-5000 of the Summer 1978 Addendum.
6. Quality assurance will be in accordance with PGandE's Quality Assurance Program for nuclear power plants.
7. Repairs will be documented in accordance with Section XI requirements and on Fonn NIS-2 per Code Case N-308.
8. The services of an Authorized Nuclear Inservice Inspector will be used.
