REACTOR VESSEL LEVEL INSTRUMENTATION ZERO POINTS

Dear Mr. Ippolito:

Summary In accordance with the Code of Federal Regulations, Title 10, Part 50.90 and Part 2.101, Carolina Power & Light Company (CP&L) hereby requests revisions to the Technical Specifications for its Brunswick Steam Electric Plant (BSEP) Unit No. 2.

These changes establish new vessel level setpoints to be consistent with a new common instrument zero level. No instrumentation is being changed.

This is merely an administrative change to accommodate the installation of a common zero level.

Background

The establishment of a common zero level for all reactor vessel level instrumentation is called for as TMI Action Item II.K.3.27 in NUREG-0737. Since Brunswick Unit No. 2 is currently shut down for an unexpected snubber inspection and the necessary equipment to install the common zero is available, the decision has been made to proceed uith its installation at this time.

No change in actual water level for any function is involved in this change and it is therefore con-sidered to be a purely administrative change to the unit Technical Specifications.

t schedule Data and closing As mentioned above, we are taking advantage of an unscheduled outage to implement this TMI Action Item. This means that we must ask that review of this request be perforted on an c.xpedited basis to pre-vent delay in startup of the unit. Our present schedule calls for startup on March 19, 1981, and we request your approval before that date.

Attached you will find the revised technical specifications pages with the changes indicated by vertical linec in the right-hand margins. As discussed above, we believe that this request is administra-tive in nature and thus constitutes one Class II amendment in accordance with 10CFR170.22. Accordingly, our check for $1200 is enclosed.
