The Light Company n-- uenm- m m, moo n_,n.rexas moesen September 9,1980 ST-HL-AE-530 SFN: V-0110 Mr. Karl Seyfrit Director, Region IV Nuclear Regulatory Commission 611 Ryan Plaza Drive, Suite 1000 Arlington, Texas 76012 Dear Mr. Seyfrit.

Souta Texas Project Units 1&2 Docket Nos. STN 50-498, STN 50-499 Dynacac Recort The NRC rectested in the public meeting in Bay City, 8-19-80, that the criteria furnished by the manufacturer of the vibratory rollers used for backfill compaction at STP should be provided for NRC's information. Enclosed, please find a copy of the follcwing publication:

Dynapac: "Recent develcoments in the field of dynamic comoaction of soil, rockfill and asphalt" Lectures in Australia, Far East and Iran, February 1976.

The scecific infonnation from Dynapac pertinent to the STP backfill ccmpaction procedures are given in Table 2 (page 18). Dynapac recommends a maximum layer thickness (after compaction) of 600mm, for we'l graded sand ccmpacted by 6 passes of a self cropelled vibratory roller type CA 255. The CA 25SD rollers used for STP are the same as CA 255, except for the added drum drive feature.

The criteria recommended by Dynapac should be compared to the STP specifi-cation criteria of 18 inches (about 450mm) maximum layer thickness (before comcaction), and the construction crocedural requirement of a minimum of 3 roller casses. Cynacac's recommendations are based on 90 to 95 cercent modified croctor density. The STP requirement of 90 percent relative density is approxi-mately ecua? to 95 percent modified croctor density.

The criteria referenced herein were furnished by Dynapac at the time of

%F.'s roller selection, but the sama information has also subsequently been included in recort by Dr. l.. Forssblad, entitled " Vibratory Comcaction in the Construction af Roads , Airfields , Dams , and Otner Projects ," Dynapac Technical Recort, Ref. No. 3222, February '977, which is also attached for ycur information.

Houston Lighting & Power Company' September 9, 1980 ST-HL-AE-530 SFN: V-0110 Page 2 We trust that the attached information, together with these brief clarifications, clearly demonstrates that B&R's backfill placement pro-cedures have been conservative in comparison to the roller manufacturer's recommendations.

If you have any questions, please contact Mr. M. E. Powell at (713) 676-8592.

Very truly yours, f'.
