Subj ect : Oyster Creek Nuclear Generating Station Docket No. 50-219 Emergency Plan l

l This letter transmits three (3) signed originals and seven (7) copies of Revisien 6 to Addendum 2 of Supplement 6 to Amendment 68 to the Oyster Creek Station Facility Description and Safety Analysis Report.

This revision revises the Oyster Creek Emergency Plan in its entirety.

In view of the short time between the NRC finalizing the emergency planning requirements and the regulatory requirement to submit an Emergency Plan by this date, our internal reviews of the Plan are not ecmplete and are continuing. The Plan has been written utili::ing the current regulatory guidance and incorporates many features which are currently under development; therefore, some aspects of the Plan will require modification prior to full implementation.

Furthermore, the Plan has been modeled af ter the Plan sub=itted for Three Mile Island Unit 1; and our continuing review of it will necessitate further changes due to the unique characteristics of Oyster Creek.

Currently, we expect to complete implementation of this Plan by April 1,1981, with the exception of long lead time items such as

the ently public notification system and certain requirements of NL* REG 0696 (i.e., S?DS, plant parameter display, EOF habitability, etc.).

Since the State of New Jersey has not yet completed their revised planning (see Appendix D), the currently existing State Plan is still in effect and was submitted to the Ccomission in December, 1979, with the Oyster Creek Emergency Plan. With regard to contingent j

Oyster Creek Nuclear Generating Station Page 2 Docket No. 50-219 January 5, 1981 Emergency Plan State planning for the ingestion emergency planning zone (EPZ), the Pennsylvania State Plan has been subitted by the General Public Utilities Corporation as part of the Three Mile Island Nuclear Station Emergency Plan.
