Dear Mr. Seidle :
This letter is the final report on nonconforming Rockbestos cable delivered to the Wolf Creek Generating Station. Kansas Gas and Electric Company (KG&E) and the Architect / Engineer have completed the evaluation of the cable and have concluded that this matter is not reportable under the requirements of 10CFR50.55(e).
Samples from all of the suspect cable reels were returned to the man-ufacturer for testing against the requirements of Bechtel specification 10466-E-057.
This specification is more stringent than Standards set by the cable industry. For example, Insulated Cable Engineers Association (ICEA) Standard S-19-81, paragraph 4.13.4, allows a minimum cable jacket tensile strength of 1500 psi and percentage elongation af ter air and oil aging of 50 and 60 percent respectively. Specification 10466-E-057, paragraph 6.4.4.2, requires 1800 psi tensile strength and elongation after air and oil aging of 60 and 60 percent respectively.
One reel of 7/C #14AWG cable, designated for safety-related applications, was rejected because percent elongation for the outer jacket was 53% af ter air oven aging. This met ICEA Standards, but the cable was rejected be-cause it did not meet specification 10466-E-057 criteria. All other suspect reels met the acceptance criteria.
The deficiency in the rejected cable was related only to the physical properties of the jacket. Environmental qualification testing was performed on individual unjacketed control cables and the insulated singles success-

Mr. W.C. Seidle KMLNRC 82-232 August 9, 1982 fully passed testing per IEEE-323 and -383.
Therefore, the lack of an overall jacket would not affect the ability of the cable to perform its safety-related electrical functions.
The one reel of 7/C #14AWG cable was returned to the manufacturer because, from a commercial standpoint, it did not meet specification lO466-E-057 prior to shipment to the Wolf Creek job site. However, inadvertent use of the cable would not have compromised the safety of the Wolf Creek Generating Station.
