/reas of respensibility for the varicus UPR branches in the conduct of the Secucyah hydrogen control program were initially cutlined in an L. Ruhenstein tc n. Poss, D-DSI metrorandum of Cctober 9,1960. To assure that no misunder-standings arise which cculd adversely affect cur licensing efforts, additienal reinforcerent and extension cf this discussicn of responsibility is needed.
Baseri upon the Cerrsission's acticn dates, our efforts should be channelled in the direction of shcrt and icng term programs with completion dates of January 31, 1981 and January 31, 1982, respectively. Short term acticn involves reasonable assurance for interim hydrogen control system whereas the icng term action is for the final fix. All requests for information and meetings should be ccordinated thrcugh the PM, Carl Stable (extensicn 28474).
It also may be necessary to ecdify this plan as the review progresses to 'accocodate changes and requirements as they developed.
The short term schedule that we will follow recuires SER inputs to PM by December 5,1960 for an ACRS reeting in January 1981. An SER will be published no later than December 15, 1980. These dates are firm, consequently, any slippage wculd jeopardize eur meeting the Sequoyah license condition.

Containment Systems Branch, DSI TFe CSE continues to retain primary resrensibility for assuring that the everall requirements and ?!PR needs of the Secucyah M2 control program for the above January 31, 1981 date and the subsequent and January 19E2 dated of License cenditions 2.D.(2) are defined. CSB is responsible for the technical cecrdination of the efforts cf other branches, as' identified belcw. Sccping and scheduling disagreements should they cccur vill be raised to the appropriate supervisory /ranagement level for irm:ediate resolution. Additionally, CSB will be responsible for evaluating the efficacy of the Interim Distribution Ignition System (IDIS).
It will also evaluate related testing prcgrams and the effectiveness and recuirements for the hydrogen menitoring system, the alternative mitigating systems shculd the IDIS prcve unacceptable. Additionally, CSB shall te rescensible for specifying the consecuences of hydrcgen generated scurces and rates, which are RSS responsibilities.
Input as to the bydrogen sources frem corrosien of coatings and ractolysis will be provided by CEC.

Fouirment t'ualification Branch Eased cn CSE guidance for the prescribed envircnmental conditiens asscciated with hydrcson burning in the Secuoyah ccntaineent, ECB will provide timely evaluaticns,' to CL and coordinated with CSC for the January 1981 and January 19E2 license conditicns. ECB, with input frem other technical tranches as necessary, accepts as complete cr recomends revisions to the list of the essential equipment needed to assure plant safety in the event of degraded ccre accidents involving hydrogen burn events. Secondly, the EQD will perform an assessr.ent of the survivability of all that equiprent including the need for rest of " hardening" of selected pieces of that equipment. These determinations and assessments will be based on criteria established by CSB.

Reactor Systems Branch Based on CSB guidance RSB will review and accept or recomend revisions to the scenarios that lead to degraded cores and hydrogen releases.
4 Structural Engineering Branch i
SER will review the prior assessment of containment structural response to determine whether any changes are needed to the prior strength findings when modified environmental concitions as provided by CSB are taken into acccunt including the response of selected containment volumes to localized detonations.

CEB shall additionally provide fire assessment input to E00 en equipment survivability, e.g., cable failure, etc.

Peliability and Risk Assessment Rranch The Reliability and Risk Assessrrent Branch (RPAE) using CSB guidance, will provide an assessment of the relative probability of degraded core sequences compared to the probability of all core ::elt sequences loading to significant risk; and assess ccmpleteness of the various scenarios consicered by TVA.
