Inspection Summary:
Inspection on June 30 - July 2, 1982 (Report No. 70-184/82-01)
Areas Inspected:
Facility Organization; Facility Operation; Shipper-Receiver Verification; Internal Control; Inventory Verification; and Records and Reports.
The inspection involved 16 inspector-hours onsite by a regional based NRC inspector.
Results: The licensee was found to be in compliance with NRC requirements within the areas examined.

30703 - Exit Interview The inspector met with the licensee representatives (denoted in paragraph 1) on July 2,1982.
The inspector summarized the purpose, scope, and findings of the inspection.

92713 - Independent Inspection Effort.
No violations were identified.
The inspector toured the facility to verify the licensee's possession and use of special nuclear material.

85202 - Facility Organization No violations were identified.
The inspection results were attained through discussions with licensee management and review of the licensee's Nuclear Materials Accountability Control Manual dated April 1, 1980. The manual contained adequate written procedures for special nuclear material control and accounting. Written statements of responsibility and authority were established for those positions with responsibility for SNM.
The licensee was in the process of revising this manual to reflect current practices.

85204 - Facility Operation No violations were identified.

The inspector determined that the licensee continues to manufacture large and small fission counters that contain U-235. The fission counters are calibrated with the use of PuBe neutron sources.
The inspector reviewed the licensee's process and operations and found that sufficient MBA's/ICA's had been established to enable localization of SNM discrepancies.

85208 - Shipper - Receiver Verification No violations were identified.
The inspector determined that the licensee had established procedures to assure that all special nuclear material received or shipped was accurately accounted for. These procedures were incorporated into the Accountability Manual.
The licensee had 9 receipts and made 112 shipments of special nuclear material since March 31, 1977.
The NRC-Forms 741 completed for these transactions were reviewed against criteria for preparing and completing the form, including timeliness of issuance and completion, correctness of data, and authorized signature. No discrepancies were noted.

85210 - Internal Control No violations were identified.
The licensee had established and was following a system of written material control and accounting procedures that provided for knowledge of the quantity, identity, and current location of all SNM within the facility.

85213 - Inventory Verification No violations were identified.
The licensee had conducted semi-annual physical inventories in accordance with the criteria established in their SNM Accountability Manual.
The inspector performed an inventory verification on July 1, 1982, by comparing the licensee's physical inventory to the inventory listing.
The licensee's inventory of high enriched uranium consisted of solution, scrap, plated parts, and fission counters.
The low enriched uranium inventory consisted of solution and metal chopstock.
The inspector verified that the licensee's four PuBe neutron sources and one Pu-238-beryllium neutron source had been leak tested by the licensee in accordance with the requirements of his licensee condition.

85216 - Records and Reports No violations were identified.
The inspection results were attained through a 100*.' audit of Material Status Reports (NRC-Form 742) submitted for the period April 1, 1977 through March 31, 1982, to verify compliance with 10 CFR 70.53.
A material balance summary for the period covered is attached as Exhibit I.
