Dear Mr. Tauber:
Subject:
Onsite Contingency Storage of Low Level Radioactive Wastes Generated at Fermi 2 In Amendment 42 to the Final Safety Analysis Report you have described the design, operation, and safety analysis of an onsite facility for interin storage of low level radioactive wastes generated at Femi 2 in the contingency e
that such wastes cannot be disposed of at a licensed disposal site.
As a result of our review of the safety aspects of this facility provided
-in FSAR Amendment 42, we have developed the enclosed requests for additional infomation. The requested infomation.was discussed by telephone with your representatives.
- On June 16, 1982, your representatives net with the staff to advise the staff of your conclusion, based on your review of the environmental inpact of the onsite low level waste storage facility, that an amendment to the Femi 2 Environmental Report is not necessary, since the construction and operation of the additional waste storage capacity does not involve significant new information and will not have a significant adverse environmental impact in addition to that alre&dy presented in the Fermi 2 Environmental Report. -We request that you provide a discussion of the bases for your conclusion for our review. Specifically discuss the inpact of construction and operation and potential accidents involving the additional waste storage capacity 'on-the environment and plans for the decontanination and decomnissioning of the additional waste storage capacity.

Please amend your application to provide an environmental analysis of the storage facility and the additional information that is requested in the enclosure. Our review schedule is based on the assumption that the additional information will be available for our review by August 10, 1932.
If you wish clarification of the requests or if you cannot meet these dates, please telephone the Licensing Project Manager, L. Kintner, within 7 days after receipt of this letter.
Sincerely, MginalsTgned'$

REQUEST FOR ADDITIONAL INFORMATION ENRICO FERMI ATOMIC POWER PLANT, UNIT NO. 2 01 0. 0 EFFLUENT TREATMENT SYSTEMS BRANCH 01 0.7 FSAR Amendment No. 42, Appendix llB contains the applicant's initial submittal of a description of the onsite storage facility for holding low-level radioactive waste packaged in 55-gallon drums. We have reviewed this infonnation in the revised FSAR and find that we need the following additional information to continue our review.
01 0.7.1 Standard Review Plan Section ll.4-Appendix A, provides design guidance for temporary onsite storage of low-level radioactive waste. One of the design objectives and criteria identified as applicable to solid-ified (or dewatered) and low-level dry radioactive waste storage facilities (as is the case with Fermi-2) is that the container integ-rity should be assured against corrosion from the external environment.
The FSAR states that the facility provides interim storage capacity for an amount of waste that is expected to be generated in 5 years of plant operations. The FSAR does not identify design features or operational procedures which serve to minimize the corrosion of the waste containers, which could be stored for periods up to five years. Please describe the design and operational provisions for minimizing the corrosion of the waste containers due to the presence of moisture.
010.7.2 The FSAR states that the drums are stacked vertically in layers, with gratings placed on top of each layer to stabilize the next layer, to a height of eight layers. Provide information to assure that the drums will retain their capability for meeting transporta-tion and disposal requirements in consideration of the mechanical stresses imposed by this method of stacking.

~021.35 You describe the fire protection provided for tne new onsite storage facility in Appendix llB of Amendment 42. Verify that in acccrdance with Section C.7.N of BTP CMEB 9.5-1:
- a. The new storage facility will be separated from all other areas of the plant by three-hour-fire rated boundaries.
- b. An automatic sprinkler system in conformance with NFPA Standard 13 will be provided for all areas of the facility, except for the empty drum storage area and the control room, where the amount of in-situ combustibles is negligible.
c.
Smoke detectors are provided in all areas of the facility except for the radwaste storage areas, where all combustibles are contained in sealed steel drums.
