Dear Mr. Reid:

This is in reference to the License Condition 2.C.(3)(k) to license No.

NPF-3 as modified in Amendment No. 17 for operation of Davis-Besse Nuclear Power Station Unit No. 1. The above condition, in part, requires the Toledo Edison Company to complete tests and obtain test results as required by the NRC to verify that faults on non-class IE circuits would not propagate to the class-IE circuits in the Reactor Protection System (RPS) and the Engineered Safety Features Actuation System. These tests were to be completed and test results submitted within 60 days of startup following the first regularly scheduled refueling outage.

Toledo Edison has successfully completed the Engineered Safety Features Actuation System Noise Test Program and is forwarding 5 copies of each of the following fault testing reports:

2. ER 7055 and all .\ddendums Safety Features Actuation System (SFAS) Isolation Qualification In summary, the SFAS was subjected to electrostatic and electromagnetic noise tests. The test program did not render SFAS unable to perform its protective functions within the specified limits. In addition, the test program did not produce any spurious channel or system level protective action trips generated as a result of test stimuli.

The additional requirement of the License Condition was previously satisfied by Toledo Edison's letter dated January 11, 1979 (Serial No.

470) which advised the NRC of successful completion of the NI/RPS Noise Test Program and forwarded the fault testing reports.

This letter along with our previous submittal satisfies the requirements >

of the License Condition 2.C.(3)(d .
